Craftware 1.20 sliced this in record time and made it easy to verify that all the geometry was properly arranged. The part is actually comprised of 26 separate twisted Loft shapes and a solid cylinder that provides the smooth interior. The large number of overlapping shells required 3D Builder to fix the generated STL file, but the fixed version slices just fine. The STL file and more info is here:

PS: Does anyone know if 3mf files handle overlapping shells any better than STL?

I do not know if 3mf dot this better, but what I know is, that CUR3D does ist better ;)
Just push your file through CUR3D, give it a wall thickness of 0.1mm or whatever value you like and then: give it a go.
There is a free trial version and if you are a personal, non-business-user, there is a Maker Edition.
Makes every 3d-model printable :)
